RESIDENTS’ RESPONSIBILITY FOR THE BEHAVIOUR OF THEIR VISITORS AND EMPLOYEES WHILST IN THE CONFINES OF THE SUMMERWOOD VILLAGE

Dear Member/Resident,

1. During the course of the last Annual General Meeting 2019 it was reported by a Member that an incident had taken place in which a motor vehicle was being driven in the Summerwood village by a person whose faculties were clearly impaired. The situation was viewed as a danger to person and property in the village. The unidentified driver was confronted by the Member, who was acting in the capacity of being a member of the local neighbourhood watch. It appeared as if the driver was a visitor and was found to be intoxicated with alcohol.
2. In terms of the Association’s Conduct Rule SW-K1 owners and tenants within the Summerwood village are to ensure that their behaviour and that of their visitors and employees is conducted with due decorum and consideration for the rights, privacy and personal feelings of other residents at all times. To this end, they will not cause or permit any disorderly conduct, perform any action, or create any noise in the village which may reasonably be perceived as constituting a nuisance or inconvenience to any other resident in the village.
3. Under these circumstances residents of Summerwood should take note of the fact that it is incumbent upon them to not permit a member of their household or a visitor to drive a vehicle within the confines of the village should such a person in any way be incapacitated and not in a state to drive a motor vehicle.
4. In instances where a visitor, who clearly should not be behind the steering wheel of a motor vehicle, arrives at the entranceway and requires access to a resident, the security staff on duty have been instructed to not be judgemental or confrontational, but are to make contact with the Village Manager or another responsible member of management, e.g. a Trustee, who will assist in resolving the issue.
5. Residents are reminded of the fact that the roads in Summerwood are the property of and are controlled by the City of Cape Town. The normal statutory traffic laws apply in terms of their use.
