Notice 2016 No 2.

WATER RESTRICTIONS ALSO APPLICABLE TO SUMMERWOOD AT PINEHURST

The Association’s Management Committee is very aware of the need for residents to act in terms of the Association’s Conduct Rule SW-E1 which requires that all lawns and gardens are to be maintained in a neat and tidy condition, be weed free and be sufficiently watered – inside the property as well as on the roadway verges adjacent to the property.

However, the Committee is equally aware of the need to remind residents of the City of Cape Town’s water restrictions which were implemented on 1 January 2016. Due to Cape Town being situated in a water-scarce region, the City at all times imposes Level 1 restrictions which entails a 10% water saving. Due to the current dam levels the City now has instituted a 20% saving which, in essence, requires of residents to strive to reduce their water consumption through a saving of 20%.  It is to be noted that the free first 6 kl for all residents will not be affected. In addition, residents will have to abide by the following, more stringent regulations:

  • No watering of a garden or grassed area using drinking water from a tap between 09:00 and 16:00.
  • No watering will be permitted within 24 hours of rainfall that provides adequate saturation.
  • Irrigation (e.g. hose pipe/sprinklers) is only to take place on Tuesdays, Thursdays and Saturdays during the above-mentioned approved hours and for no longer than an hour in total.
  • Where a hose pipe is used for irrigation, it must have a controlling device attached at the end.
  • No washing or hosing down of hard surfaces or paved areas with drinking water from a tap.
  • A hose pipe used for washing vehicles must be fitted with an automatic self-closing device.
  • Ornamental water features may only be operated if the water is recycled.

For an average domestic customer, the differences in price between the 10% and 20% saving are as follows:

StepsUnitLevel 1 (10% reduction)Level 2 (20% reduction)
Step 1 (0 < 6 kl)Per klR 0R 0
Step 2 (> 6 < 10.5 kl)Per klR 11,07R 11,66
Step 3 (>10.5 < 20 kl)Per klR 15.87R 18,24
Step 4 (> 20 < 35 kl)Per klR 23,51R 29.75
Step 5 (> 35 < 50 kl)Per klR 29,03R 45,40
Step 6 (> 50 kl)Per klR 38,30R 85,09

The City of Cape Town has made an appeal upon its citizens to not be complacent in terms of water saving, given that Cape Town is situated in a semi-arid area. We are called upon to take an active role in ensuring that restrictions are obeyed. Should we all make the required effort, there will be no risk of the taps running dry anytime soon.
